That might be a close representation. I remember reading an article on this guy and it said (paraphrasing) that he was tasked with ensuring that the incoming people were not swamp dwellers and DC lifers, as per President Trump's promises.

I could see Tillerson relying on established DC types and DeStefano bouncing his given direction against the candidates history.

That said - Bannon has his back despite being on Boehner's staff but am not sure how the heck he got the job to begin with
