If this were true, they wouldn’t need their own bill of rights. The US Bill of Rights is the First 10 Amendments. Subsequent Amendments are not Bill of Rights.
The 14th refers to due process and equal protection. But the 14th does not refer to rights. The 14th refers to government actions that are not rights, but are privileges. And it grants equal protection explicitly to citizens only, which is why the 14th very carefully and self-consciously defines what is a citizen.
The 14th does not cover non-citizens, including both legal and illegal immigrants.
The first 10 Amendments do cover non-citizens as they define rights that come from God and not from government; and that extend to all persons.
Thus, a non-citizen has the right to life, but not to live it in the USA. To live in the USA is a privilege, not a right.
When the Italians,Germans,and Greeks arrived there was no”Press one for English”.
