How Uncle Sam shuts down a state is not clear here and I don’t have time to study it out.
My gut sense is that Barack wants to make a scene but would stop short of anything that could actually get him tarred and feathered. And if nothing else would, this would.

Even though the shutdown continues the debt ceiling is a false flag. The IRS is still collecting taxes and it is enough to cover interest on our debts and those payments are automatic. The actual debt crisis of us not paying doesn’t actually happen for several months. It is a rouse to make the average Joe panic.
Rush had a piece on this last week and I have heard it locally on one of our radio stations as well.

It’s not worth much at all, actually. It begins with the premise that we are on the precipice of a ‘default’ on our national debt loan (i.e., making the interest payment).
We are nowhere near that at all even with a complete budget stall. The US takes in nearly $250B in tax revenues each month...this is more than 10 times than what is needed to service the interest on the debt ($220B/year).
What this shutdown does, however is force Obama into a position to where he would have to prioritize the spending for what is left, but not total chaos like that described in this missive.

A state cannot be "shut down" by the federal government. I don't believe the Constitution has a proviso for that. But, if certain states aren't wanted any more ...
