Nice thought, but the power of impeachment (at least of the president and vice president) is "delegated to the United States [congress] by the Constitution", and is therefore not "reserved to the States respectively, or to the people".

Only problem with that is of course the Senate. Until the makeup of the Senate has radically changed then it is not a reality.
