Take a look at Gary Indiana, Detroit on a smaller scale, same level of devastation.

From other sources it appears that Gary is fighting it's way out of total devastation and currently has a population of almost half of it's former peak. Their success is most likely due to US Steel still operating a plant there. Never the less, there are large swaths of commercial property that look as if it had been carpet bombed. Yes, it is democrat controlled and has been for years.
