Who knew that Obamacare provides for a “Regular Corps,” and a “Ready-Reserve Corps,” of officers and individuals who are appointed by the President? Commissioned officers are subject to active duty at the call of the Surgeon General. The new law provides $17.5 million in each of the first four years to recruit and train these reserves.
During his campaign, Obama said “We cannot continue to rely only on our military…we’ve got to have a civilian security force just as powerful, just as strong, just as well-funded. Section 5210 of the Patient’s Protection and Affordable Care Act (a.k.a. Obamacare) may be the beginning of Obama’s civilian security force. This section amends Section 203 of the U.S. Public Health Service Act. Why it was included in the massive health care bill is a question in search of meaningful answers. The new law says “The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed service’s reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.”
The law requires the Ready Reserve to participate in “routine training” to meet the general and specific needs of the Commissioned Corps. The Ready Reserve “shall” be ready for involuntary calls to active duty. Obama said that his personal army will be just as well equipped and funded as the current standing force. Does this mean that his praetorians will have fighters, bombers, transport aircraft, helicopter gunships? Heavy Artillery? Armor? Aircraft carriers and other warships?
I see your point, but I’m somewhat amused at thinking of what Sherif Joe Arpio’s response will be to an Obama order to round up all political dissidents. Should prove quite intersting. I winder how many local sheriffs would support that type of order, or would they deputize all of them instead?

The Milice de Volontaires de la Sécurité Nationale (MVSN) (Militia of National Security Volunteers), also called just the Volontaires de la Sécurité Nationale or VSN, was commonly called the Tonton Macoutes. It was a Haitian paramilitary force created in 1959, which reported directly to François ‘Papa Doc’ Duvalier and his son, Jean-Claude, until the younger Duvalier's ousting in 1986. The new government disbanded the VSN, but some acted as insurgents against it. They took part in the ensuing political turmoil, particularly in rural areas, up until 2000.

The name Tonton Macoute (translates as “Uncle Gunnysack”) originated from Haitian Creole mythology. It was the name of a bogeyman who walked the streets after dark, and would kidnap children who stayed out too late. He stowed them away in his gunnysack, never to be seen again.
Duvalier employed the Tonton Macoutes in a reign of terror against any opponents, including those who proposed progressive social systems. Those who spoke out against Duvalier would disappear at night, or were sometimes attacked in broad daylight. They were never seen again. They were believed to have been abducted and killed by the MSVN, who were called the Tonton Macoutes as a result. Anyone who challenged the MVSN risked assassination. Their unrestrained terrorism was accompanied by corruption, extortion and personal aggrandizement among the leadership.

The language of this provision specifically says that the Reserve Corps will train and deploy with and in place of the military reserves.
I’m curious about where zero will go when his vision has come to pass, Jeddah or Moscow.
Military training and discipline and corruption are not mutually exclusive. History is replete with well-trained armies lining their own pockets with loot.
Obama will not lack for recruits to his private army, nor for experienced men to train them. The foot soldiers will not all be drawn from the dregs of society. The NCOs and officers certainly will not be. He'll have no trouble drawing from the ranks of ex-military and ex-LEOs.

My son is a Marine Gunny Sgt. presently in Afghanistan. A few days ago, I sent him that article and asked him if it is true. Here is his reply, which I received today: “Not in the slightest.”
Believe me, I can easily believe any horror story regarding this administration, so when I heard our troops were going hungry, I was livid. Now I am glad to know my son and his Marines aren’t starving over there while they are putting their lives on the line for us. There is plenty to complain and worry about these days, but this isn’t one of them.

The “prolonged” lousy economy is a major factor in “awarding” jobs with excellent pay to the chosen unemployed!
I go back and forth in my mind re: what part our military will play if worse comes to worst. One day I can convince myself that no, the American armed forces will not fire upon it’s citizens, that they would never obey such an order. Then I think that should it come to that point, we will already have been portrayed as seditious terrorists, dangers to the country, traitors and I wonder. Once a segment of the population has been demonized sufficiently, no one cares and the general reaction is usually to ignore or accept the atrocities as being necessary. I like the notion of a previous post that suggested perhaps our military will one day oust this true traitor that lives in the Whitehouse.

You are right on the money. The inner cities with their 50% unemployment rates for minorities will be the recruiting grounds - whatever happened to the story about the four federal detention camps to be used up for health care or national emergencies (like Katrina)? Recruiting of national guardsmen to work at these centers has already been advertised.
