To be pedantic, the Department of War is the old name for the Department of the Army. The Department of the Navy was its co-equal. When the US Army Air Forces became the the US Air Force, War became Army and the Department of Defence was established over all three.

I recall an observation a Navy engineer shared: When we were the War Department, we never lost a war, but since becoming the Department of Defense, we haven't won a war.

When I began my engineering work, it was with the Bureau of Ships, which operated under the Department of the Navy. The War Department was in charge of the army.

The Department of Defense sets in motion the idea that America would always respond to threats and acts of war, and never fire the first shot.

The Department of War supercedes the other mindset, placing all on alert that those crazy Americans just might smack them in the nose, should they become uppity.
