Bill Clinton ordered a coverup and ordered evidence destroyed.
I worked with a guy whose sister witnessed what happened when it happened.

Two biggest problems with the Navy missile theory:
Item one: How do you keep a ship load of sailors quiet for thirty years? This can not be explained away. The stakes are high, but they would know the score. LOTS of ‘em are gonna talk. Immediately. You can’t arrange accidents and kill them all to keep ‘em quiet.
Item two: Recall the era. These were the days of the “peace dividends”. The zeitgeist of the clintonista regime was to divert military spending toward social engineering. If there was any truth to the Navy missile theory, the Clinton’s would have run with it. Bill “loathed the military” - (his very own written words)
I remember watching ABC news a few days after and they had a report showing a discarded launch tube from a shoulder fired missile that had washed up on the jersey shore. It disappeared after that. No more mention of it.
He was interviewed in a video I saw. He said it was a rocket contrail.

similar to what happened in Oklahoma City. People saw McVeigh with a middle eastern looking man called John Doe number 2, then suddenly that info was scrubbed.
I remember that day clearly as I had just flown from Las Vegas to Dallas for a seminar at the Dallas ABC Radio studios. When I got to my hotel room that afternoon and turned on the TV set, the news about the plane was just breaking, and I recall the reporter talking about the possibility of a missile taking the plane out.
IIRC part of the story was the Prime Minister of Israel was on an EL AL 747 scheduled to depart JFK ahead of TWA 800. For some reason they pulled into a holding pad , and TWA 800 took off before them. That lends some credence to the advisory shot down from a manpad in a small boat that sped away after the shoot down.
If the US Navy errantly shot TWA down with a missile durning an exercise...that would be almost impossible to cover up with so many people involved.
An El Al flight was 2 planes in the flight path ahead TWA 800. It was supposed to take off in TWA 800 slot
