A big problem is that police are no longer allowed to profile criminals and take preventative actions, like stop-and-frisk of gang members and people who look suspicious in crime ridden neighborhoods. Police have to take a hands off and wait and see stance to crime, so violent crime happens.
Crime prevention methods can do wonders but the police are not allowed to use them anymore in these hoods because of ‘those’ people and the liberals cries of racism. Which is bogus when the police themselves are populated by a large amount of minorities themselves.
Prosecution and incarceration does wonders too and those methods have been thrown away for the same stupid reason... Supposed racism.
Chicago could solve the “gun problem” tomorrow. All they need to do is make a sweep through the trouble areas and arrest the convicted felons in possession of firearms and arrest them.

The problem is not hard to solve. Hire lots of police and let them do their job. Build lots of prisons and fill them up.

Give money to poor black people.
Give more money to poor blacks with more kids.
More kids and government money makes the fathers less responsible (well, and the moms too).
Divorce rates go up.
And now they don’t even bother with marriage or divorce - just lots of different baby daddies.
So now you have kids with no normal families, no fathers, no education, so no jobs, so more government money.
And while it was bad enough that they didn’t get any discipline in the family, now they don’t get it in school (if they even go to school), and certainly don’t get it from the local prosecutors.
Whether this destruction of the family was what LBJ had in mind I don’t know - but the outcome is just what he wanted - more power for democrats in federal office.

Even worse, baby mommas would lose all their money if baby dadda was anywhere to be found. More brats = more income. They aren’t stupid — pop out as many money-making kids as possible and make sure dad never came around.
The perfect recipe for black family (and lots of poor whites, too) extreme dysfunction and an ever-growing humongous welfare state.
