Well that's their story anyway. It could be the Houthi are being deliberately tolerated to keep things stirred up.
Saudi Arabia tried to defeat the houthis in a multi year war. They sent multiple invasion forces into yemen that all ended in defeat. The Saudi’s wound up begging the houthis for a peace deal. The houthis are pretty tough, and the terrain in yemen is really rough. Not a good place to send american troops.
