In the article, it says the reporters had a very difficult time to get as close as they did to the dead buffalo. It seems likely the refuge employees had an equally if not more difficult time to get close to the live buffalo.
Buffalo can be extremely dangerous. Perhaps the refuge believed the legal liability of having two extremely dangerous animals, which they were responsible for, on the loose, was too much liability and potential for tragedy.
A car striking one of the buffalo could easily end with multiple people killed.

I’d be tempted to rent a front end loader and dump them in in the wildlife manager’s front yard.
My guess is that they were trying to set him up for poaching charges so they could end up owning his land.
They could have waited until hunting season and sold some raffles for the hunt. More money for refuge, happy hunters , no waste of food.

Thats what I was thinking. I imagine youre familiar with the Hunt for the Hungry program? I cant believe that there wasnt a group of hunters that wouldnt break down and deliver them or a processor that didnt need a write off.

Good question about whether they were ill. I know in Montana and Wyoming, ranchers are concerned about brucellosis being transmitted from bison to cattle herds. Maybe the guys who shot them aren't tasked with disposal and maybe another crew is coming out to dispose of the carcasses. But that doesn't excuse the Fish & Wildlife people for not informing the land owners in advance of what what going on and why.
These wildlife workers should get policing jobs in inner city Philadelphia. There's LOTS of wildlife there that needs to be managed.

Buzzards, maggots and coyote scavengers got to eat, too. They won’;t go to total waste.
Herding the buffalo back to the refuge or getting them on/off a truck = “hard work”.
Shooting them and abandoning their carcasses = “little/no work”.
Government employee interactions with animals tend to end in the animals’ deaths. It’s what they do.
Pending full info, I’d guess the “refuge” approximates an Abu Graib standard of care. Animal activists should get involved.
