In the article, it says the reporters had a very difficult time to get as close as they did to the dead buffalo. It seems likely the refuge employees had an equally if not more difficult time to get close to the live buffalo.
Buffalo can be extremely dangerous. Perhaps the refuge believed the legal liability of having two extremely dangerous animals, which they were responsible for, on the loose, was too much liability and potential for tragedy.
A car striking one of the buffalo could easily end with multiple people killed.

You probably know more that I do, but is the government really going to be held liable for those two buffalo?
You should’a stayed in bed this mornin’, you might have died in a car accident, or a cross fire shoot out between two gangs.
There are hearding animals (border collies) who could have retrieved the much larger animals.
Doesn’t explain or excuse leaving the carcasses on private property.
That’s no excuse for this trespass and execution on private property. If they had approached the homeowner, I’m sure they would have allowed them to do what needed to be done... but the owners would have insisted they not leave the carcasses to rot on their land... and that’s why they weren’t consulted.
Plenty of Buff’s living off the Wichita Refuge....I live in this State.....A person can hunt on the Refuge...if they sign up and get drawn. It’s like a Lottery.....But PLENTY of Bison and deer leave that Refuge....and private land owners have Bison and Deer on their property.

But, they did have a choice when it came to shooting them and then just leaving the dead animals on private property for the owners to deal with (and smell). If they thought it was necessary to kill the animals, they should have had a disposal plan in place for the carcasses. Now, coyotes and other predator type animals will be drawn in by the smell. The meat could have been given to meat processors to process and provide food for low-income families or food banks. What a waste!
