You need to implement a ....... “hold”... on voting rights. Live in the state for at least 12 months before you can have power to change anything.

I would make it one full federal election cycle.
the folks moving to Texas are generally good and the ones that we want/need. Basically they were Texans in search of their home.

Packs of rabid Chupacabras hunt children going to school

It is LEGAL to shoot at cars with California licence plates
We all carry guns and regularly shoot people in taco joints.
Even new houses in Houston have roaches because it is built on a a swamp
It is so hot the tires on your can melt if you leave the vehicle parked on an asphalt lot too long.

I spent two years in Texas 1978-1980. I was pretty liberal at that time, but learned a lot about hard work, personal responsibility and hot humid weather. Loved hanging out at Gilley’s and the Nesadel roadhouse. Nice people.

I like guns, 4WD trucks, raise cattle, Hobby farm, and
cheat on taxes wherever I can get away with it.
Weather in Texas SUX! That is why I live in Hawaii.
I don’t pay much attention to governments. They all suck.
I vote, but they all still suck.
I do pay attention to neighbors, friends, and privacy.
That coupled with technology, makes a good quality of life and that is what we all want.

My transplant neighbor from Michigan was here in Texas for about 2 months when Hurricane Ike his us. They were very shocked at the ferocity of the storm.
The inhabitants of other states that havent been taken over YET seem to think they are something special and it can't happen to them

Looking at your posting history one sees that this type of hate raging and bigotry is just your personality, so it is easy to see why you would prefer living with Californians to Texans.
I think both states would be happy with your choice.
California was wrecked by Northeastern liberals moving there and illegal immigration that ramped up after 1986.
It was a great place in the 60s and 70s (even if the gun laws weren't awesome, even back then).
The only thing that would make California palatable is if a few hundred miles of it slid off into the Pacific and Northern Cal could secede
