I drove one of those fuel trucks, an M978 to fuel those tanks. They took a lot of diesel to top off.

In the basic idle (750rpm) , the tank uses 10 gallons per hour, 30 gallons per hour in a tactical idle (1500 rpm), and 60 gallons per hour when traveling .
My sources at General Dynamics tell me that the driver is the Soup Nazi from ‘Seinfeld’. Crime in NYC forced him to close his restaurant. So he had to find work in another field.

Has this concept been in development before Trump came in office?
It could be some sort of diesel-electric drivetrain like most locomotives. The fuel efficiency and power in diesel-electric locomotives has been proven for decades.
But the article is not clear on that.
