An excellent point that is too often ignored. Indeed, the slave states got full credit, so to speak, for purposes of apportionment for all free blacks, which made for an incentive for emancipation. Had slavery died out gradually and peacefully as was thought likely in that era, the 3/5ths clause would have become a dead letter within a generation.
Yet, as Madison's Notes indicate, there was some concern even in the federal convention that the 3/5ths clause was injurious in its phrasing as a contradiction to the equality of all men that the Declaration had endorsed in such ringing terms. In the end though, no better way was suggested to curb the power of the slave states, which was the whole reason for the provision.
