Here is a video showing a rural Russian town. There was a dispute there between some local Russians and the Roma community which lead to some damaged buildings. But look at the situation overall. That looks like a poor village to me.

There is a lot of poverty in rural Russia, along with falling population, low birth rates, and very high rates of alcoholism.
