You’re right. But here is what I think is going on: they don’t have 49 votes without Manchin, and he’s basically taking the heat. If the d’s were that close, they would simply buy off persuade an assistant d to “reach across the aisle.” That doesn’t work if they’re off by more than a couple of votes. Time will tell.
