It is because back then especially (I would guess) in Nazi Germany you wouldn’t dare to speak of it. In the U.S. back then children rarely did as they were not believed.
Not to mention that (particularly after WWII ended) if the Neighborhood had a pedophile problem, said ped might just up and disappear without a trace.

Now where did she get her information? Everything I read points to poor sanitary conditions.
