Exactly. A muck raker was someone who had to rake up animal poo, especially horse turds and bedding, before the automobile era.
They were muck rakers, not rackers.
Oh! And here I was, not thinking that today’s epic, record-setting, freshly-graduated, all-knew and all-knowing “journalists” didn’t go seek out people “looking to promote their story” and “make pitches” (for their version of the story!

Most people would be surprised by how much of what they read in the papers was copy/pasted from press releases from interested parties.
Reporters are called upon to report about lots of events, which they know little about. Reporters rely upon a contact-list of people who can help them sound knowledgeable about various subjects. These helpful people are very often either the target of the story, or the opponents of the target of the story. The tone of the story will depend on which side supplied the “helpful” advice to the reporter.
To rake up muck was to stir up sh**.
