Given the fact that a 0.13 GPA puts him somewhere in the middle of class rank, it’s most likely a worthless school that has a “ progressive” policy where failing students aren’t held back and are just advanced automatically. But since there are still state requirements to get a high school diploma, Mr. 0.13 GPA doesn’t get to graduate.
