The Three Gorges Dam is one of the biggest if not the biggest gravity dam in the world. China is currently seeing record flooding, with three-four days of rain still in the future for the area around the dam.
When the dam was under construction, they asked foreign consultants to come in and inspect the dam. The consultants noted poor concrete quality and insufficient rebar supports. The Chinese then kicked the consultants out and called them racist.

The dam itself has taken damage from a 2012 earthquake and is now currently stressed. If it were to break, millions of lives could be at stake, especially since a huge amount of power is wired through the dam, thus, if it breaks during the night, people could be making a blind rush into the dark and into a wall of water.
I’ll try to remind myself that none of the Chinese people killed in such a thing never had anything to do with global acts of bioterrorism.

There are aerial photos that show what was once a straight dam face having a slight bulge. Chinese authorities first denied it, then they said it was a photographic effect, then they said it was expected and within tolerance.

FWIW that used to be true in Japan as well; any disaster was an impetus for the Emperor to abdicate as penance for the nation. When the Showa emperor (Hirohito) didn't step down at the end of WWII, that was breaking over a thousand years of precedent.

Considering the poor construction of many other things in China, it wouldn’t surprise me if it collapsed. I don’t want people to get killed, but I am sure a whole bunch of people would.

Most disasters predicted in the media don’t happen.
The people who certified the dam were the people who designed and built it. So there was not outside certification except for the one visit by the foreign team. When they submitted their report about the flaws they saw they were accused of being anti-Chinese and their report should be ignored.

I imagine the video is from the downstram side of the dam as the flood gates are opened to relieve the stress on the dam.
