Cannot tell if the flooding being shown is above the dam or below the dam from water being released to relieve the dam. The dam itself is not shown.

Thanks for the link. Taiwan is no doubt looking on with great interest. This dam must surely be an inviting target for the militaries of certain interests strongly opposed to the PRC.
