If that was from Judge Maryann Collyer’s redacted release of a FISA hearing, I remember it as the DOJ reporting an 82% non-compliance rate for 2015 to 2016 (issue forced by Admiral Mike). The judge saw no reason this wouldn’t be true going back to 2012.

Fayetteville, Arkansas – Simon Saw-Teong Ang, 63, of Fayetteville, Arkansas, was arrested on Friday on charges related to Wire Fraud. The complaint and complaint affidavit were unsealed this evening after Ang’s initial appearance in court.
In the one-count complaint, Ang was charged with one count of Wire Fraud. The complaint charges that Ang had close ties with the Chinese government and Chinese companies, and failed to disclose those ties when required to do so in order to receive grant money from NASA. These materially false representations to NASA and the University of Arkansas resulted in numerous wires to be sent and received that facilitated Ang’s scheme to defraud.

Former Emory University Professor Pleads Guilty To Omitting Chinese Government Funding In Tax Returns
A former Emory University professor pleaded guilty to charges of filing false tax returns after accepting at least $500,000 in Chinese government funding that he never reported on federal income tax returns, the Justice Department announced Monday.
Dr. Xiao-Jiang Li was sentenced Friday by a U.S. District Judge after failing to report foreign income he earned for working at two Chinese universities, the Justice Department press release said. From 2012 to 2018, Li did not report at least $500,00 in foreign income while he worked at the Chinese universities.
Li participated in the Thousand Talents Program, a Chinese-government talent recruitment program that in some cases has resulted in violations of U.S law, including espionage, theft of trade secrets and grant fraud.
In Li’s case, the discovery of tax fraud emerged when the National Institute of Health reviewed his NIH research grant applications and became concerned that he had omitted foreign research activity.

Demers, and FBI Special Agent in Charge Diane Upchurch of the FBI Little Rock Field Office, announced today that Simon Saw-Teong Ang, 63, of Fayetteville, Arkansas, was arrested on Friday, May 8, 2020 on charges related to Wire Fraud. The complaint and complaint affidavit were unsealed this evening after Ang’s initial appearance in court before The Honorable Timothy L. Brooks at the United States District Court in Fayetteville.
In the one-count complaint, Ang was charged with one count of Wire Fraud. The complaint charges that Ang had close ties with the Chinese government and Chinese companies, and failed to disclose those ties when required to do so in order to receive grant money from NASA. These materially false representations to NASA and the University of Arkansas resulted in numerous wires to be sent and received that facilitated Ang’s scheme to defraud.
If convicted, Ang faces a statutory maximum punishment of 20 years in prison. If convicted, Ang’s sentence will be determined by the court after review of factors unique to this case, including Ang’s prior criminal record (if any), Ang’s role in the offense and the characteristics of the violations.
The FBI is investigating the case. Acting United States Attorney David Clay Fowlkes from the United States Attorney’s Office for the Western District of Arkansas and Trial Attorneys Michael Eaton and Ali Ahmad from the National Security Division are prosecuting the case.
