I can’t recall any use of Floor 7 as a euphemism for the top level of the FBI.

7th floor in this context is correct & highlighted in recent text message from Strzok saying that “7th floor” wanted the Flynn case kept open after it had been closed & it was only due to their total incompetency that it remained “open” (which it wasn’t & thus Flynn prosecution totally without predicate)

The 7th Floor is the Director’s suite of offices at CIA.
Oddly, however, 7th Floor seems to apply to FBI as well as CIA.
