The 7th Floor is the Director’s suite of offices at CIA.
Oddly, however, 7th Floor seems to apply to FBI as well as CIA.

YEs. Because of capitol views zoning regulations, many of the office buildings are not allowed to be over 7 stories high, so that’s how high they are, and the brass are always on the top floor, so it just works out that way across several agencies.
