All of these agencies have executive suites on top floors and the security clearances required typically go higher & higher the further up (or below ground) one goes.
THey are not allowed to build buildings taller than 7 stories near the government area due to capitol view restrictions. So in any number of agencies, the top brass is on the 7th floor because that’s the top.
