The latest is President Trump told the governors that they should help themselves wrt getting desperately needed medical equipment if they have an established supply chain and not look to the feds if they do not need to because that extra step might slow down the arrival of the equipment they need.
He also said the feds are gathering large quantities of critical care equipment and if some states do not have such supply chains the feds will be distributing it to those states.
My assumption is he is talking about large population states vs. low population states.

Washington State and New York State have the biggest problems and their governors (both are Democrats I believe) are in the best positions to know local conditions and the necessary localized responses that should be made.
States have broad public health protection powers.
The federal government has limited public health protection powers over airliners and ships.
