I should have stated it differently. The ex employee has sixty days to respond to the notice if they want COBRA continuing coverage. If the employer does remove them sooner, the dates must be changed. Other situations can occur.
I’m not trying to get picked on for the way I stated something, and I supplied several links that explains it much better than I can. Between all those sites, all situations are covered.

Where’s the warning?
Coronavirus means a virus with a structure like a crown. This current virus is “Novel COVID-19”. Novel means new. When they attach new, it means its the very first time.
Coronavirus also sometimes referred to as Hongkong flu in East Asia.
Anything new means human doesn’t have antigen in its body to protect from the new virus. Within 3 years we will. By then China will come back with new stuff.
