‘Old’ is relative. Some ‘aged’ individuals are very much ‘on the ball’; some of the same age have lost it.
Biden, in his pronouncements and behaviors, has often shown himself to be ‘not entirely there’ - and it’s been going on for quite a while...

Honestly, what IS the explanation for that? Just when he needs to be on his best behavior, and must have been warned often, he clearly can’t control himself.
He also looks more ancient and feeble every day. Knowing people much older than he is who are lucid and strong, I think he looks pathetic.
