Q is the result of the sacrifices and commitment of countless patriots to win back our captured country from the Deep State and achieve the transformation President Trump promised in this campaign video. President Trump has said the awakening of the public is key to this transformation.
Q describes this awakening as follows:

"Free thought" is a philosophical viewpoint which holds that positions regarding truth should be formed on the basis of logic, reason, and empiricism, rather than authority, tradition, revelation, or dogma.

If so they will lose almost all impact. That's a reactive action, and a bad strategy. It will be claimed that Trump is just throwing stuff out to save his own butt, and there will be some truth to the claim.
I don't know when DECLAS is coming, or even if it is coming. It's been expected and predicted for a long time. There was a flurry of "NOW IT WILL HAPPEN" when Trump delegated authority for declassification to Barr, but it still hasn't happened.
Which is why I am more focused on the next Horowitz report. Because: at least we know for sure it will be happening. We don't know when. Many said "September", but now it may turn out to be October. But we know, from his testimony last week, that it's complete and in the process of being reviewed and having portions redacted by Barr.
It would be smart for Barr to Declassify everything possible that would allow for a less redacted version of the Horowitz report. If he decided to do that the smart time to release the declassified materials would be at the same time as the Horowitz FISA report, because there would be a clear reason why the documents had been declassified, thereby negating the claims that "Trump is just doing this to take the spotlight off his other problems".

It was an excellent speech, and only a small portion of it did he deal with the Ukraine issue, but still, the fact that it was in there at all is a response to domestic issues. It's not something that he planned to talk about a few weeks ago when he started working on the speech, I'm pretty sure.
Here is a partial transcript with extended quote from the CBS News coverage of the speech:

To some extent the Dem strategy seems to be to make the Ukraine issue toxic for Trump, so that he can't use it to harm Biden.
It's seems like a lot of hassle to protect Biden, but I guess he is still the nominal frontrunner.
I think he's not going to hold onto that position much longer, he's just not a very good candidate, and he's got a lot of baggage.
Lie-a-watha looks like the eventual nominee. But still, it's a pack instinct, "Protect Biden".
