Short, who left the White House in June of 2018, will replace Nick Ayers, who resigned earlier this year.
Short previously served as Pence’s chief of staff when the vice president was in the House and worked on his staff during the 2016 campaign.
As White House legislative director, he worked closely with Congress on President Trump’s tax bill in 2017 and the nomination of Supreme Court Justice Neil Gorsuch.
After leaving the White House, Short joined a consulting firm, was a fellow at the University of Virginia’s Miller Center of Public Affairs and appeared on CNN as a contributor.
Marc helped Miller Center scholars and UVA students better understand the Trump administration from multiple angles, giving us a clear-eyed insiders view of a White House operation that is often difficult to grasp including both the administrations accomplishments and controversies,” the Miller Center said in a statement. “He did so with a spirit of honesty and collegiality that is essential to civil discourse.
His appointment comes as the Trump campaign announced a round of hires Tuesday to gear up for the 2020 election.

Career
Short served as finance director for Oliver North’s unsuccessful 1994 Senate campaign in Virginia. He then worked as spokesperson and executive director for The Freedom Alliance. Short was also the executive director of Young America’s Foundation.[3] In 1998, the group purchased the Reagan Ranch in California,[4] with the intention of using it for leadership seminars for college students. Short managed the property with his wife and got his start in fundraising from conservative donors.[3] The Shorts then returned to Virginia, where he received his MBA from the University of Virginia.[2]
Following his graduation, Short was hired as a spokesperson for the Department of Homeland Security. He then worked for Republican Senator Kay Bailey Hutchison, eventually becoming her chief of staff. When Hutchison ran for Governor of Texas, Short started working for then-Congressman Mike Pence, who named him chief of staff for the House Republican Conference in 2009. He remained in the position until 2011.[2] Short was then hired by Freedom Partners, a non-profit, 501(c)(6) chamber of commerce located in Arlington, Virginia that is largely funded by Charles and David Koch. He served as the organization’s President from 2011 to 2016.[2] In February 2016, Short left his position at Freedom Partners to start his own consulting firm. Among his clients were Marco Rubio’s presidential campaign and Pence’s Indiana gubernatorial campaign.[2] Pence eventually withdrew from the gubernatorial race to become Trump’s running mate. On June 16, 2016, Short was named Communications Advisor to then Vice Presidential candidate Pence.[5][6][7]
President Trump named Short the Director of Legislative Affairs on January 4, 2017.[8]
Short announced he would leave the White House post in the summer of 2018, citing diminishing returns of pushing President Donald Trumps agenda.

I’m tolerant to any behavior that doesn’t injure, endanger, or pressure another human being. I don’t care if they’re straight or gay. I’m against people victimizing other people for any reason whatsoever. Children are off-limits in my world view to either gays or straights. But mature adults can make their own decisions and I have no business, in my world view, even imagining what goes on behind closed doors. Their business. Never mine.
I admit I can’t understand gay. I’m a woman and I adore men. In every shape, size and appearance. But that’s me. I’m completely tolerant to people whose philosophies aren’t mine, as long as theirs don’t tell ME what to do. Then I plant my heels down and vote to keep them in their own closed worlds. That’s the problem with Democrats. They think they have right on their side and everyone should agree with them. As long as they’re the intolerant ones, I’ll always vote against Democrats.
I’m actually going bonkers right now because I’m writing a bio for my grandmother, who was a raving, Democrat, liberal feminist. Probably in reaction to her Republican, conservative father. I have a feeling I would have disagreed with her from one end of her belief structure to the other. But it has been interesting.
