I don’t know for sure...but we did have 1.5 Billion dollars approved by Congress - twice - already. Maybe it’s that money which is being spent...but there isn’t enough money available to build the whole wall.

Always us an outside the box possibility. Nothing is as they seem right now. Listened to several video bloggers last night. The general consensus is that POTUS is giving them rope to hang — setting them up Should make an interesting State of Union.
Another theory is work is still being done by military (just as I thought) and all he really needs is land money and material
