Avenatti, however, told MSNBC’s Ari Melber that he’s “seriously considering” filing charges against Kavanaugh and his friend, Mark Judge. He’s also seriously considering a run for president in 2020, so Kavanaugh’s scalp would be a hit at campaign rallies.

A couple people have made reference to it but let’s state it plainly: No one except the district attorney, attorney general, US attorney “file criminal charges.” People can notify law enforcement or a prosecutor, but beyond that have no powers. The phrase “pressing charges” is a misnomer and just refers to notifying law enforcement. No private person can start, or for that matter stop, a criminal case
