AS I understand it, and if I am following you correctly, the thing POTUS signed today was indeed a Bill, that now signed into law is what will enable the government to actually SPEND the money they set aside and we’ve known about now for several months. If I have it right, this is the bill that had only tiny paltry sum for the Wall, and some portions of pork added, but which POTUS accepted because it is so critical to fund our military.

Sky Pilot, I think it has to do with the way the SES (as many other departments were) abused by the Deep State. It is by means of this union, that made it difficult to uproot bureaucrats who become entrenched and feel as though it is THEY who set policy.
Of course I may have it wrong.... so others who have more experience working in or with government, may be able to clarify things for all of us.

The President doesn’t need a bill to remove security clearances. Such clearances, except for Congress and the Supreme Court, are under the exclusive control of the Executive.

I’m reading the bill now, or trying to read parts of it. I am a little surprised the bill calls for equipment parity between active Army active reserve and the Army National Guard, although I can’t say I knew how big the disparity was to begin with. I guess I’m looking for clues for POTUS’s plan going forward and the reserves made me think border control.
