AS I understand it, and if I am following you correctly, the thing POTUS signed today was indeed a Bill, that now signed into law is what will enable the government to actually SPEND the money they set aside and we’ve known about now for several months. If I have it right, this is the bill that had only tiny paltry sum for the Wall, and some portions of pork added, but which POTUS accepted because it is so critical to fund our military.

The President doesn’t need a bill to remove security clearances. Such clearances, except for Congress and the Supreme Court, are under the exclusive control of the Executive.
And yet, it funded the military at an astounding level. They just got rich, as it were.
