I think it’s a mix - but to read what being said and my understanding - is it’s both, he is “Clown”, infiltrated no such agency - but did it for what he thought was the right reason and now he’s being given a chance to prove that. Meaning that Snowden thinks he’s doing the right thing and now it’s clear(er) what the actual purpose was for what he was doing (taking down no such agency vs. exposing wrongdoing therein = Obama 720 abuse) - but Snowden believer in latter - and if/as so, then he should come forward and lay it on the table, before the tribunal @ Gitmo.
But....Steele would be an EXCELLENT takedown for the deep staters.

I think the CIA guys live a lot in the shadows (aside from being pretty nasty, ie John Brennan).
Supposedly they aren’t involved in US operations but overseas and have no law enforcement mission.
They could probably go missing pretty easily and we wouldn’t know it.
According to Q they are the bad guys.
