Franco Corelli. Just check out a few YouTube videos, or better yet buy a CD. There are others in his class so not saying he is the absolute best, but he is among them.

The best of the classical vocalists show more talent and skill than pop singers, so Id say Enrico Caruso, Plácido Domingo, and Luciano Pavarotti (with Ettore Bastianini, Jussi Björling, Carlo Bergonzi, Nicolai Ghiaurov, Nicolai Gedda, and Franco Corelli as runners up).
Just to mention too, in the popular realm Bing Crosby had more hits than any other recording artist (including Elvis or Sinatra) and sang across several different genres. He should be remembered more than he is.

Agree with those who think Mario Lanza and Michael Buble worth including. Think maybe Howard Keel worth considering too.

The most pleasant voice I have ever heard other than my Mother was the actor Ben Johnson.
I have no idea if he could sing.

During WWII, Stars & Stripes did a poll of American soldiers as to their favorite singer.
It came down to Frank Sinatra and Roy Acuff.
Acuff won easily.

It's apples and oranges and ultimately subjective.
Some singers are balladeers while others can improvise around a chord, (Sinatra could not do this although Crosby could.) Mel Torme and Ella are the best at vocal improvising.
When done properly, it's the tone poem which captivates, e.g. Bennett at 90 still makes one listen although much of his timbre is gone.
