(CNSNews.com) -- Some high schools in Oregon are creating an optional 13th grade in order to provide students with another year of academic support while boosting the state's on-time graduation rate.
Starting with the Class of 2014, hundreds of students who have completed four years of high school but have not received their diplomas will be considered graduates" for statistical purposes.
At 69 percent statewide, Oregon had the second-lowest graduation rate in the nation for the Class of 2013, according to the U.S. Department of Education.

Why not just award them a BS degree in transgender studies?
“deemed passed”
No law too small to go unbroken, for the dem0crats. Hey, a new low!
Indeed
Ping.
Their whole approach is B.S.
But Nesbitt also acknowledged that the program rests on an unsustainable funding mechanism." He admitted that community colleges get state funding based on enrollment, so the state is paying twice for these students,
We used to joke about the 13th grade, so relieved that by law, high school had to release you from attendance obligations after the 12th grade. Some people are ready for the world when they are only 15 or 16. I needed another year, being 17 when I graduated.
Isn't that up to the colleges considering admitting these substandard students?
They get to count these remedial courses as “advanced placement” in college???
Ah, it's for the optics.
Yeah buddy, gonna be some real fun types in that there 13th grade.
I don’t think you know what “on time” means
Yes. I do
No. I don’t think you do.
Think Sub-prime Students
Students who meet the mandatory academic requirements for graduation but were not awarded a diploma will be classified as 4F if they are continuing their enrollment
From wiki: 4-F (US military), a military classification under the United States’ Selective Service System for candidates found to be unfit for military service after formal examination by the Entrance Processing Command
Strange category to use although I think they are probably already stigmatized as probably not fit of military service.
Meanwhile Johnny still can’t read
“Educators” are such morons in many instances. They pander to the deficient and losers so they can make their numbers look good. Can you spell “educators again fail”? They never have any problem at spending our property taxes. Maybe “working” only 8 1/2 months a year is too difficult for them.
