Lacking congressional backing to raise wages or end gender pay disparities, President Barack Obama is imposing his policies directly on federal contractors, following a long-established tradition of presidents exerting their powers on a fraction of the economy directly under their control.
This week, the president will sign an executive order that would prohibit federal contractors from retaliating against employees who discuss their pay with each other.
In addition, Obama on Tuesday will direct the Labor Department to adopt regulations requiring federal contractors to provide compensation data based on sex and race.
Federal contracting covers about one-quarter of the U.S. workforce and includes companies ranging from Boeing to small parts suppliers and service providers. As a result, presidential directives can have a wide and direct impact. Such actions also can be largely symbolic, designed to spur action in the broader economy.
Federal contractors, however, worry that additional compensation data could be used to fuel wage related lawsuits, said James Plunkett, director of labor policy at the U.S. Chamber of Commerce.
What's more, he said, such orders create a two-tiered system where rules apply to federal contractors but not to other employers. Those contractors, knowing that their business relies on the government, are less likely to put up a fight, he said.

Defense Contractors that are in this business in supplying goods and services to the government know how to play this game much, much better than the government.
Obama can only effect un-negotiated contracts. IOW, every change he makes to a contract already negotiated and in force HAS to compensate the contractor for any requirements it deems necessary that incur added costs to the contractor.
In effect, he will be driving up the cost of the government doing business (paying more money to contractors) to meet his silly ass edicts.

They have no idea whatsoever how the MIC works. There affirmative action graduates who think they can just fart out policy and have it implemented.

Soon they will just change the contract rules and the definition of “Federal contractor” so that all businesses fall under it.

Maybe, but they can’t change a contract already in place except to cancel it, which they can do for virtually any reason. They cannot increase the cost by adding requirements and not paying for the extra costs incurred by the contractors. If they cancel a contract, then recompete or reissue, there still has to be a cost analysis and justification. This is why our administration is, frankly, nothing more than a bunch of power-mad AA idiots. They really don’t know what they are doing.

At my first job with a defense contactor, so many of the people managed projects that wages were generally known to everyone. If I had a small project in which the local boss and a VP from Washington might attend a meeting, I had to know what they made to budget for them. At my second non-defense job, pay was kept secret from everyone but the bosses and HR.
The community organizer strikes. Sow the seeds of discontent amongst employees of these contractors to undermine and destroy his enemies.
I am sooooo glad I focused on doing business with commercial organizations rather than the govt.
The typical small business rep for these agencies think they are experts but they know nothing.
