There is a house cat that is being allowed to roam free. What do I do?
Someone dropped off a cat at our place. We took a year and trained it so that it could return to the wild. I would dress up like a zebra and the cat would stalk me. After a year of thorough training, we released her back onto the Nugorogoro Reserve. We came back to see her the following summer and she had three kittens. My wife slowly approached the cat and then sat on a rock near the little cat family. The mother cat grabbed my wife and ate her.
Born free!

While urine contains ammonia compounds the smell of male cat urine has more to do with the hormones/scents produced in un-neutered males and not the ammonia as such. Having said that, using ammonia to clean up a puddle of cat pee will not help too much either! A territory marking spree will not be encouraged by using straight ammonia (which would be far stronger to their nose than and territorial mark.) However, there are other things listed if you think straight ammonia will cause you an issue. See here:
My area got a rabies epidemic because of a moron feeding stray cats.
Guess what well-fed stray cats do?
BREED like flies.
My little bump in the road village was in the papers every week with a new ‘rabid animal found’ report.
Then I tangled with some of the coons who’d gotten infected and had to get shots.
I love stray cats.

The cats, not so much.
There’s usually a sail cat on the road about every half mile or so.
Sometimes I think the state puts them there because they’re cheaper than planting mile marker posts.

My cats are conservatives. They take risks, kill rodent intruders, and live a free life. They're happier and more content than any caged feline.

I hope your cats are fixed so they aren't out there making more cats. Where I live, there is a major stray/feral cat population explosion. All because people are too lazy or cheap to spay/neuter their cats. Again, like Obama voters — having plenty of babies and expecting the government to take care of them.
I'm not hysterical. I just happen to love my cat enough to take responsibility for him. Too bad you don't with yours.

Take it to Petsmart. Tell them you are moving and cannot take the cat with you. They will find it a home.
Well, the kitten I took in isn’t exactly a stray. She came to my door every day looking for food and love and then when they left her out in the storm - I thought - no more! Poor little thing was hungry and shivering. So, I know she isn’t feral or rabid.
And she is the sweetest little girl. So gentle and loving.
Oh, you're hysterical, alright. If you don't understand that cats can live perfectly normal lives without being confined to four walls, then you really do have the same mindset as a card carrying PETA liberal.
You assume much and know little, if you think we don't love and care for our animals. We do. We just don't confine ours, like you do yours. They're happy, well adjusted, and love their freedom. Just like we do.
We would place a box outside with a weight on top and a stick holding up the box. A string attached to the stick was inside the house. Leave some cat food under the box and it should not take long before that cat is trapped. We would drop off the cat in another neighborhood, about 10 miles away. Problem solved.
Be glad for that.
Those damn shots hurt like wasp stings for months and make you sick.

Cats have a tendency to breed like rabbits; if you don’t want to drown it, catch it in a live trap and take it to the pound.
Make sure you tell the people at the pound who it belongs to and let them deal with the irresponsible idiots. The owners will either have to spend about a hundred dollars to bail their kitty out or the pound people will give kitty the needle.
