Well, he's sort of right... The local government should've been out in force all weekend assisting and facilitating the evacuation. The bullhorns would have been as useful as those school buses the local government allowed to be taken by the flooding. Neither were put into play.

Sean Penn's knowledge of the real world is apparently rather limited. He doesn't know that every squad car in New Orleans has a loudspeaker built in. Hasn't Penn ever watched cops, where in a dangerous situation the officer will stay in his car, and use his microphone to talk to the perp outside or in another car?
No, the lack in the City was not bullhorns. It was brains. Here's the equation: buses + time + a decision to use them = evacuation of everyone in New Orleans. On the other hand, buses + time - a decision to use them = flooded buses and dead citizens. I thought Penn was supposed to be a bright guy. Is this so hard to understand?
