Trump’s golf course is right there where a majority of these drones are being seen. It could be their target if it’s Iranians. Remember they’re are several Iranian assassination teams loose in the US right now.

Some do according to the videos. One witness in New Jersey by Trump’s New Jersey. International Golf Club said she spotted one with her night vision scope but when she looked at it with her naked eye it wasn’t there. She put the scope back up to her eye and low and behold, it was there. That indicates some have cloaking technology.
Well, that could be a bit of a stretch. I could envision a drone that used infrared illumination and infrared sensors to try to achieve some measure of stealth. Not that it would be all *that* stealthy with broad-spectrum infrared illumination, as she demonstrated.
What if you’re testing for very specific situations, like urban environments (and all of their ‘noise’), and maybe new optical/surveillance technology?

You may well be right. But perhaps (maybe less likely) there are scores of individual ‘nerds’ (or non-nerds) who own their own expensive drone that they fly in concert with other individuals with similar interests. The drone flight “events” could be organized through an informal “grapevine” similar to how urban “sideshows” are put together informally. Of course this is just one possibility, as I said.
One thing our non-imaginative government could do would be to simply offer large monetary awards for information that leads to the drones’ operators.
Good point, I can’t think of any way that you’d be able to test for that sort of thing on a military base. They aren’t really flying over urban environments, they’re suburban at best (like Ewing, which I’ve been through many times), but maybe that’s adequate depending on the intended mission. If that was the case, I don’t understand why the Feds wouldn’t just come out and say, “it’s a defense development program” and leave it at that. I don’t see such a thing being a black program, it’s just too low-tech, and if it was *that* secret I’d expect much stronger measures to keep it from being noticed. So it can’t be very highly classified, if it even is.
Oh, and if isn’t highly classified, *Congress would know about it*, and its existence would be public knowledge as a budget item if nothing else.

I recently went to an engineering/construction conference (I’m a Civil Engineer) and there was a session on drones in use by the NYC MTA (subway/metro trains). Section 170: 55 pound drone max; you can only fly over “your people”; and below 400 feet unless the structure is taller in which case you can go higher within 400 feet of the structure.
A “good” drone for infrastructure inspection purposes is the SKYDIO x10, which runs about $25,000. (No Chinese chips.)
That said there is a Chinese drone that can carry a 200 pound payload and it costs between $200,000 and $300,000 USD.
If this is a 4 CHAN inspired prank, these people are going to get screwed. That’s seems less and less likely as this progresses. And, pursuing the Coast Guard seems like a moon shot if this is a prank.
