In the geological record, there has been a bunch of times when California experienced 100, 300, and even 500 year long droughts. However, the West is a LOT greener today than even 70 years ago, and there are vastly more birds.
Birds that eat grasshoppers.
However, if you really want to reduce their numbers in a hurry, breed and released dragonflies will do the trick. Bats are also voracious eaters of grasshoppers.
Someone could set up a “killing field” for grasshoppers easily, to bring them where the predators are waiting, just by erecting bright illumination lights around a bare area.

I live in the Central Valley, California. One year we had an explosion of toads. Every morning I was fishing the live and dead ones out of my pool. We even floated a few plywood sheets in the pool so they would have an island to get on. Then I’d rescue them every morning. Last summer it was lizards. Baby lizards everywhere. So this year it’s grasshoppers. Big shrug.
