In this case, yes. In emergency situations, each Justice handles issues from a specified part of the country. PA must be his. Kagan handled one singularly last week....from Utah or somewhere.

I will never forget that the Obamacare people argued to the USSC that the penalty for not buying their mess was a FINE! Robert's deciding vote was that it was tax! Thank you Pres. Trump and Congress for getting rid of that. Still, don't understand why Congress wouldn't pass legislation to repeal Obamacare.
I think with the crimes and corruption of Biden being exposed that it will take the wind out of a post election battle, especially if it is not close. Biden can be blackmailed. He cannot be POTUS. Trump needs to hammer this.
Many state S.C.'s have a system where the Justices elect their Chief, but not the USSC.
