At the end of the first quarter of fiscal 2011, the federal government had over $1 trillion in unspent funds that could be used to reduce future deficits. Yet Congress seldom uses these "unobligated funds" for deficit reduction, preferring instead to spend the money. That may be changing with the government running trillion-dollar shortfalls and a GOP House brimming with fiscal hawks.
