    WASHINGTON - Elliott Abrams, a special assistant to the president and an assistant secretary of state in the Reagan administration, has been appointed deputy national security adviser with a focus on promoting global democracy and human rights. President Bush's national security adviser, Stephen Hadley, also announced Wednesday that Faryar Shirzad will continue to serve in an expanded role as deputy national security adviser for international economic affairs.
