<p>SACRAMENTO (AP) - State education officials need to strengthen oversight of how some specific education programs are funded, an audit released Thursday concluded.</p>
<p>The state dedicates money - about $17 billion last year - that must be spent on specific education programs, such as special education, transportation, classroom materials and class-size reduction.</p>
