RECENTLY, the 5th Circuit Court of Appeals held that the Ten Commandments monument that sits on the grounds of the Texas state capital is indeed constitutional. The monument had been donated by the Fraternal Order of Eagles more than 40 years ago to provide our nation’s young people with rules of good and proper conduct.
