Chump change for a billionaire, but embarrassing still. Uber wealthy New York investment czar George Soros has agreed to pay an $8,000 penalty to California's Fair Political Practices Commission for breaching the state's campaign finance rules five years ago. The payment is part of a proposed settlement between Soros and FPPC, whose members will either approve or reject the settlement at a May 21 public meeting. A Paris court on Wednesday rejected the appeal of Nazi-era collaborator Maurice Papon against a 2,500 (US$3,275) fine for illegally wearing the prestigious Legion of Honor award. The court also said Papon must pay one euro (US$1.3) in damages to the order of the Legion of Honor. Papon, 94, was stripped of his decorations after his conviction for complicity in crimes against humanity.
