The decision by two branches of the Crips street gang to band together allowed a grand jury to indict six of them under a federal law created in the 1970s to target the Mafia. Two would-be robbers who were fatally shot at a liquor store in the Gresham neighborhood Saturday night have been identified as a 15-year-old boy and a 17-year-old boy, authorities said.
